The Netherlands and India are building a green hydrogen partnership. They’re combining Dutch tech know-how with India’s manufacturing muscle. At India Energy Week 2026 in Goa, Dr. Michiel Heijdra from the Dutch Ministry of Economic Affairs and Climate Policy presented a TNO and RVO report laying out the framework.
The work spans five areas: policy alignment, financial frameworks, infrastructure corridors, joint R&D centers, and electrolyzer supply chains. The Port of Rotterdam handles 13% of total EU energy use and will serve as a hydrogen distribution hub.
The partnership tackles several real challenges. Certification needs to work across borders. National hydrogen targets need to turn into actual projects with real funding decisions. Water management gets tricky in regions where farms and households already compete for supply.
Both countries committed to developing bankable projects and establishing shared technical standards. India’s National Green Hydrogen Mission provides policy support. The Netherlands brings system integration skills and European market access.
The framework emphasizes local sourcing and resilient supply chains for electrolyzer manufacturing. Joint pilot programs and standards harmonization are under discussion.
Implementation timelines are still being worked out.
